Add a Schema Validation Error Reporter

Currently models/policyInfoModel/schema.go simply loads a cedar schema file into a Namespaces objects without providing significant error reporting other than unmarshalling errors.

When ParseSchemaFile is called, improve the error reporting so that errors can be displayed in an editor.
