Convert existing video to a high-quality GIF

Instead of exclusively letting people just record the screen, it will be useful to also have an option to upload a video to the "Editor" and be able to turn that into a GIF.

In addition to https://github.com/helmerapp/henx I think we'll also need a decoder of sorts to facilirate this.
