Instrument creation function on client side

Send instruction to the server for creation of new instrument.
Should include the feature to:

1. check if the instrument is already exist on the server
2. automatically create a proxy object for this new instrument

Consider using the configuration file(YMAL) for finding the correct instrument driver.
