Bug: Quick action not accepting "ö" key anymore since v2.2.0

Describe the bug
One out of 3 hotkeys is not working anymore since v2.2.0:

CTRL + ALT + ö

To Reproduce
Steps to reproduce the behavior:

1. Set a hotkey as shown above
2. Update to 2.2.0
3. Try to use the hotkey OR edit it and in the hotkey box, press the ö key - the app does not recognize it (it does with ä and ü by the way)

Expected behavior
Quick actions and hot keys are working as before.

when trying to use CTRL + ALT + ö again, the ö never gets discovered.

Misc info (please complete the following information):

• Windows build (ideally screenshot/info of winver.exe output): 25H2 26200.7462
• Windows' UI language: German
• HASS.Agent version: 2.2.0

That is...peculiar. I think that's the only word I can find.
If my memory is correct, there hasn't been any major change in how hotkeys are handled between 2.1.X and 2.2.0. The major change overall was the upgrade from .net6 to .net8. At least that's the only logical cause that comes to my mind at the moment/

This is going to be a joy to investigate and track down...
I don't own a "proper" german keyboard and testing with a german layout yields "interesting" results.

Testing on 2.1.1 with POL/DE keyboard:
CTRL + ALT + ö shows Control, Alt + Oemtilde
CTRL + ALT + ä shows Control, Alt + Oem7
CTRL + ALT + ü shows Control, Alt + Oem1

Testing on 2.2.0 with POL/DE keyboard:
CTRL + ALT + ö shows Control, Alt + Oem3
CTRL + ALT + ä shows Control, Alt + Oem7
CTRL + ALT + ü shows Control, Alt + OemSemiColon

That kind of explains why ä one works, since it doesn't change but then again ü changes but it also works...

Further testing with the POL/DE keyboard layout:

On 2.1.1 with POL/DE keyboard:
CTRL + ALT + ö shows Control, Alt + Oemtilde ; works
CTRL + ALT + ä shows Control, Alt + Oem7 ; doesn't work
CTRL + ALT + ü shows Control, Alt + Oem1 ; works

On 2.2.0 with POL/DE keyboard:
CTRL + ALT + ö shows Control, Alt + Oem3 ; works
CTRL + ALT + ä shows Control, Alt + Oem7 ; doesn't work
CTRL + ALT + ü shows Control, Alt + OemSemiColon ; works

So looks like at least for me shortcuts with ä don't work in either case.

So... the mapping changed and "it is complex" 😃 is that the current summary?

Next to downgrading I am available to test if you want me to. Don't use ä or ü, only ö.

As much as I don't like this conclusion it's true :D Not a final summary but a current one.
Not only I'm chasing the root cause but also most likely adding another "layer" to the problem by using different OS locale and POL/DE keyboard layout.

There is nothing that I can think of on HASS.Agent side that could cause this change between 2.1.1 and 2.2.0 except of upgrade to .net8 and dependencies.
The hotkey listener library (which was already adjusted by Sam/LAB02-Research and included precompiled) was not changed - even worse it's last change was 5 years ago - which is not the culprit.

Right not I'm betting on the .net change doing "something" however I can't prove it, hopefully yet. Need to figure out how to do it.
Most likely I'll start with different hotkey library that can be added properly as a nuget dependency and is somewhat maintained.
