[ENHANCEMENT]: webUI: add files by using import directory

Description

Currently it is not possible to upload files with the import directory in the new UI. This is not as crucial as it was for the old UI since it is now possible to upload big files over the web interface, still it would be nice to be able to upload files with ex. scp since that can be faster for very big files

For this to work we need two API endpoints:

• GET returning a list of files (filename and size) present in the import directory on the server to be able to show them in the UI: /usr/share/local/hashtopolis/import/
• POST submitting one or multiple files from the import directory by filename and adding them to the DB

Therefore the ImportFileHelperAPI (src/inc/apiv2/helper/importFile.routes.php) could be enhanced or methods reused

@cv5ch the POST endpoint already exists ex. you can post to http://localhost:8080/api/v2/ui/files with the following body (when testfile3.txt is in the import directory): {"data":{"type":"Files","attributes":{"filename":"testfile3.txt","isSecret":true,"fileType":0,"accessGroupId":1,"sourceType":"import","sourceData":"testfile3.txt"}}}

The GET endpoint I will work on now.

pull request #1877 adds an get endpoint to http://localhost:8080/api/v2/helper/importFile this retrieves the files from the import directory
