Support HCL/JSON file configuration #78

The ever-growing list of configuration parameters as arguments is unsustainable. Therefore, faas-nomad should support HCL/JSON file configuration for the provider with cli overrides for certain things:

faas-nomad -config-file=faas-nomad.hcl ...
