Odroid-c5: PHY device not working in u-boot

I'm running into a problem using the ethernet port on my odroid-c5 during u-boot:

odroidc5# ping 192.168.1.1
ethernet@ff3f0000 Waiting for PHY auto negotiation to complete......... TIMEOUT !
phy_startup() failed: -110eth init FAILED
ping failed; host 192.168.1.1 is not alive

I have a ethernet cable connected to a gigabit switch. It works fine in linux - so its not a hardware problem. But it doesn't work at all within u-boot.

The same issue on my side. When I boot the Ubuntu 22.04 Server on the C5, I can use the ethernet connection but no success from U-Boot. I've also tried without a switch, just an ad-hoc connection between my PC and the C5, but nothing has changed.

The ethernet seems to be powered down. But turning on the regulator with
powerset 11 1 leads to a crash after typing dhcp to get an address.
