SRP_VBASE_get1_by_user deprecated not available in termux openssl 3.5.2

While trying to build on termux on android and it seems that there isn't SRP_VBASE_get1_by_user on the installed openssl 3.5.2 and the configuration fail.

The openssl build in termux do not include SRP so I build openssl myself and to be able to build on android inside termux I needed some changes:

I need to add this to tools/utils.[ch]
