I have set the php.ini to be 300MB and the post size to 600MB and when I try to upload a video more than 120MB I got the error.

Are you hitting the server timeout? Is there enough storage space available on the server?
And there's https://h5p.org/forum/9 which is supposed to be used for potential bug reports.

I realized that the error is not from the plugin but from moodle, it is not letting me upload the video as a file as well.
My php is correctly reflect on moodle settings but is not uploading anyway.
