Web Interface Throttle Rates

The roslib library's throttle_rate option is a bit of a misnomer, it's really the minimum period (in ms) between samples. As such, I'm not sure the rates specified in main.js are desirable (e.g. the battery voltage gets updated at up to 500 Hz...).
