Summary

GSD correctly sends the test message when setting up Telegram, but doesn't send any further messages.

Steps to reproduce

Set up Telegram as remote. Observe the test message is received. Do anything that requires user input. Observe no message is received.

Expected behavior

Telegram messages are sent whenever user interaction is required.

Actual behavior

Only the test message is sent.

Root cause

ask-user-questions.ts gated tryRemoteQuestions behind if (!ctx.hasUI). In an interactive terminal session ctx.hasUI is true, so the branch was never entered and the configured Telegram/Slack/Discord channel was never contacted.

The setup test message always worked because it is a direct API call that bypasses this guard entirely — which is why the feature appeared configured but then went silent.

Fix

Move the remote call before the hasUI guard. tryRemoteQuestions returns null when no remote channel is configured, so existing users without a remote channel see no change.
