Update gateway to be a resource server

Background

I'm changing a bit this project as part of groot-mg/docs#4 and I'll modify the gateway to be a resource-server instead of a oauth2 client.

• Modify to be a resource-server connecting to keycloak
• don't apply security to actuator endpoints as this project won't cover that level of protection
