Grants section - move to fully static for initial page load #64
Description
Currently, page loads require a round trip to Algolia and as a result Google is not indexing grants sections. Move to a full static initial page load for the grants section.
v0: Focus on SEO - allow Algolia call to overwrite as usual
- Upstream: Add tax-year facet to
aggregated.json - Upstream: Add up to 20 grants to
aggregated.json - Add facet to Jekyll template
- Add grants to Jekyll templates
v1: No Algolia call unless visitor engages
- Upstream: Add rest of facets to

- Add mechanism to switch over to Algolia when needed (e.g. customer starts typing in search box)
