WOW is not defined in Wordpress

I have been trying to use WOWjs in a Wordpress Theme but trying different ways (putting it in a script in the body, in the header, in a separate js file, putting it in the footer) EVERYTHING has been unsuccessful. You keep getting the error that WOW is not defined. I hope you can help me.
