%PLUGIN_ID% in plugin.json

Is %PLUGIN_ID% supposed to be evaluated when creating a plugin. This is in plugin.json on a line like this

"path": "/a/%PLUGIN_ID%/one"

My plugin.json file still has %PLUGIN_ID% and I see creating a new plugin with v6.8.3 also doesn't evaluate the variable.
