Can't select roles (Content author and approver) - Exercise 1.4 Adding a non-admin user

There are no options in the training site (logged in as admin) to 'Select “Content Author” and "Content Approver" '

I'll add the exercise as is as a new page, but would like to add a screenshot, and confirm that these options are available in the training env we'll provide participants.
