Allow users to submit versions that are not yet available on Conan.

The Flint library: the official Flint has already reached version 3.2.2, but Conan currently only offers 3.0.1, so we need to make it easy for users to submit newer versions.

For the new version, I believe supporting it via conan-custom-recipes will make it easier to reuse our existing toolchain. As for custom-recipes, I think the namespace shouldn’t overlap with the official llpkg/clib/cversion.

I believe inconsistencies are bound to occur, and there remains a decision to be made: once conan-center-index has been updated to the corresponding version, should we remove the custom-recipes and rely on the official Conan version?

In the design under discussion at the new meeting, GoPlus is offering a new solution—https://github.com/goplus/cppkg for obtaining newer versions of libraries that Conan does not provide, without requiring users to hand‑write a custom recipe to fetch them. And for llpkg, it should be possible to use cppkg as an upstream source to build those versions that aren’t in the official Conan Center Index.

I think for new versions, such as GitHub's bzip3 being updated to v1.5.2 while Conan's bzip3 is only at 1.5.1, if we want to update to v2.14.2, perhaps we can have llpkg support cppkg's upstream installer and directly submit it as a new version to the original top-level directory, i.e., llpkg/bzip3, as its new version of bzip3 for llpkg.

Following the meeting discussion, llpkg will be entirely replaced with cppkg as the upstream, with no consideration of whether the upstream is Conan.
