Tags don't match built docker images

Trying to replicate the build for the public docker image hosted at us-docker.pkg.dev/open-match-public-images/open-match2/om-core

This repo hasn't updated any tags/releases in close to 2 years. Can we please get the tags updated for the code here to match the builds for the docker image?

Should also add version tags to that docker image that are also missing.

+1 Latest changes are not in docker image
