Cannot create new Notebook/folder

This used to run fine a month ago. Now while accessing my datalab, I can neither run any notebook, nor create a new one. I cannot upload files/create folders. How to solve this?

I tried stopping and restarting the vm instance. I also created a new datalab and tried the above, I am meeting with the same errors. How to solve this?

ditto, it came up in the ACG course for GCP Data engineer and unable to follow along with the lab because of this error.
