migrations: add support for row deletion policies #681
Description
We have row deletion policies setup on some of our tables, however there doesn't seem to be a way of getting these generated as part of the migrations.
Currently we're running custom SQL manually added to migrations to get around this.
It would be nice to be able to rely on migrations for this as well.
