Please consider making parse protected or public

To facilitate access to parsing robots.txt files, please consider making the RobotParser.parse method either protected or public. This would enable calling the method from other programs.

public Matcher getRobotsMatcher(String robotsTxtBody) {
        RobotsParser robotsParser = new RobotsParser(new RobotsParseHandler());
        return robotsParser.parse(robotsTxtBody.getBytes(StandardCharsets.UTF_8));
}

Unable to create the matcher since Parser.parse is not public
