Very slow streaming on aspect builds

Expected Behavior

CI (Envoy) to be faster than it is

Actual Behavior

CI seems to be slowed down to the point of hanging when running aspect jobs with a large number of invokations

checking related jobs in the resultstore UI and they show as "tool failed" (cf https://source.cloud.google.com/results/invocations/08f120be-4ba2-4560-bab8-371b48c93290/log)

i have been shifting some jobs to aspects, and where i have this problem seems to become a lot worse which seems to confirm my suspicions - i havent found a way to check whether the aspects are uploading job data (ill open ticket separately re this issue)

Steps to Reproduce the Problem

1. open a PR in Envoy repo
2. watch CI as aspects build
3. make a change that does/not re-run aspect jobs - watch as it does/not take a lot longer than expected
