In docs write that Percent is in range [0,100]

A percentage is also (in maths at least) expressed in the range [0,1] and this is what I incorrectly inferred from the docs.

Percent literally means "per-hundred" so the field name implies a range between [0,100]. IMO the current doc comment is clear about this

but I do agree that it would be valuable to explicitly state the bounds as [0,100] to prevent any misunderstanding.

... except that when I've used that notation in the past people have filed issues saying they don't know the notation. I say stet.
