Camera session failure with HDR + 60 FPS

Tested devices: Pixel 9, Pixel 9 Pro XL

JCA allows enabling both HDR and 60 FPS at the same time. However, it seems to lead to session failure (black screen, record failure etc.) on Pixel 9 devices while Pixel 10 XL works fine.

Ideally, we should allow these settings to be enabled together only if device supports them (e.g. Pixel 10 XL). This can be checked with the CameraX Feature Groups API.
