CI to publish new packages

We need to wrangle a v1.1.9 release, I'm unsure how to do this though beyond creating a release and adding a tag, specifically the .gem file

I did the release yesterday.

I think that if there is a GitHub action we can do that easily, probably with a token we can achieve that.

Here's a release artefacts build action that runs on tag and builds a WP plugin, zips it up and attaches it to the github release
