GitHub Commit Status - Show as 'in progress' when build runs

Description

When Vela has queued a build, the commit statuses remain 'pending' until the build completes.
It would be nice if the statues were updated to 'in progress' when they start on the worker.

Value

Minimal value addition, since pending is "kind of" correct. Pedantic correction at best. 

Definition of Done

• Commit statuses remain "pending" when in the queue [working today]
• Status moves to "in progress" when started [new behavior]
• Moves to success/failure based on build output [working today]

thanks for the issue! we (and by we, i mean @ecrupper) explored this and even had code in place, but deemed the side effect of not being able to control the link destination for these statuses to be a bigger issue than the benefit from this change. we ultimately felt that we should revert the change (see go-vela/server#1405), unfortunately.

willing to re-explore this if/when GitHub provides the ability to control the link destination on the status itself in the future.
