[secret-vault plugin] refactor needed to support vault/api v1.20.0

Tests fail when upgrading `hashicorp/vault/api` from v1.16.0 to v1.20.0 (no versions available between for the api package). The newer version will likelu require changes to plugin code and / or integration tests.
