[cache plugin] add flag to allow absolute links

it's possible for something to symlink to system binaries, for example

```absolute symlinks are not supported: node_modules/tree-sitter/build/node_gyp_bins/python3 -> /usr/bin/python3```

this should be supported, perhaps a mechanism to opt-in to that?
