STDM518: Backing up and Restoring of configuration process always shows 100% done.

Behavior

This is an enhancement. When restoring and backing up configuration files, the progress bar should show the process's progress.Now, it shows 100% by default, so the user cannot flag or see the progress.

Steps to Reproduce the Problem

1. Open QGIS for STDM.
2. Login into STDM.
3. Under Configuration Wizard.
4. Click Configuration Management.
5. From the Menu, Click Backup.
6. Also, from the Menu, Click Restore.
