Missing users and roles module in latest stdm version.

The users and roles management is not visible on the interface in the latest STDM version.

@juhudiduparc, we are currently in the process of overhauling the security module in STDM so we have temporarily disabled access to the user and roles management. Once we are done, you will be able to access these facilities with even better functionality, my apologies for any inconvenience caused.

We really need this feature as we have deployed the new version in Beni land administration and we are expecting to do the same in Goma.
