Anchor doesn't support Chinese string

Describe the bug
When the anchor contains Chinese, the link cannot be jumped

To Reproduce
Steps to reproduce the behavior:

1. Create an anchor and input some Chinese string "中文测试";
2. Create a link, and link to the anchor;
3. Click link to jump;
4. Jump fail, report can not find anchor;
   (English anchor is working.)

Strange it works on my Win11, something else is required for me to reproduce...

Yes, strange.
It works on my personal PC, but not working on my business PC.

My business PC is:
Edition Windows 11 Enterprise
Version 25H2
OS build 26200.7171

Do you have different locales set on your personal and business PC?

Yes, I have different locales set. (Language & region setting).
My business PC is using English, the whole system is displayed as English, although the Language is selected as Chinese.
My personal PC is using Chinese.

And meanwhile, I looked in the Cherrytree setting, I found the language must use "System default" to let Chinese anchor working. If I select "simplified Chinese" or "English", then Chinese anchor will not working.
