What happens if a dev uses a repos, find it good, start contributing with one issue or PR. The experience gained by using the project is relevant for voting. The system seems too harsh and should be refined.

To my mind we should maintain that for several reasons.

• Voting for a repository you are contributing to means that you can influence your Karma directly since a change in a repo score affect its contributors Karma.
• A user can still rate a repo, and then start contributing. However, he will not be able to vote again for this repo after that.
• The experience of using a project is useful for rating. However, since you start contributing you can consider that you are biased.

What if the last contribution of the user is more than a year ago?

That sounds reasonable but still we should prevent the rating of that user from influencing his own Karma.
