Unable to Update Azure websites.net

I have been repeatedly trying to create a chatbot even succeeded in creation. But during publishing it in azure using Static Apps or Web App Service it is constantly failing trying many times but cant succeed . Also during this duration I have lost 20 points in Azure. Can my project be accepted if I embed the code in google sites and publish it . Because azure isn't letting me to create a static web app and its constantly failing .
