Project acceptance status nor cleared even though project is working and sumitted correct URL's

It shows that my project acceptance as not cleared even though my project is working and submitted the correct URL's. How to know the reason? when will I get the chance to resubmit?

In order to save my credits can I shutdown my resources by deleting them ???
