Proposal/Idea update issue explorer check in #9

User Story
As a new ambassador, I would like to have a latest version of list/guideline for issue explorer check in, so that I could be onboard easily.
Why Is this Needed
When I am observing "open" status bounty with issue explorer check in, I found several questions:
- no criterial for action required, e.g what "if condition" could trigger actions
- no guideline to watch how many bounties for one category,
- no example sentence like "Hey @Funder, this is Bob from Gitcoin. Just a gentle reminder, looks like @contributor had a question for you!"
- add emergency contact (or help desk)
