statically link `vcruntime140.dll` in windows builds

Unlikely to affect most users who are doing active development on windows, but since we don't statically link vcruntime, you can't run Git AI without https://www.microsoft.com/en-us/download/details.aspx?id=48145&msockid=1f521461c6f76dc1008c029ac78f6c98

We should statically link it to the windows binaries so things work OOTB for our users if they install Git AI before the MSFT developer toolchain.
