Remove Near-related code from the node #261
Description
We have code that is related to NEAR at it has some problems and throws errors.
We need to clean it up and to remove that code.
We use a pallete created by our partners WEBB, who forked Rainbow Bridge code but don't support it anymore.
Artur might help to define the scope.
