Make Production Environment Code and Configurations for Relayer For `substrate-ibc` That Uses Multiple Signatures

Description

In order to integrate substrate-ibc with our production environment, we need to update its code and the relayer to use multiple signatures and integrate them into Golden Gate.

Definition of "Done"

Golden Gate's main branch should be able to be configured to communicate with another cosmos node via IBC.
