When use concept in the spec, it should show as an expandable step and should be able to see the steps of that concept

Steps:

1. In a spec file type a concept heading as a step
2. Generate the spectacle document
3. Open it in browser

Actual: Concept will be just showing as step, cannot see the inside steps

Expected: Should be able to see underline steps of the concept
