Allow user reactions

As a user I would like to be able to react on message so that I can do the reaction type things like thumbs up etc

AC:

• Implement reaction system with UI to support.
• Start with simple set of reactions but build framework where we can expand upon the system

Reactions should be similar to what slack enables today with emojis.
