Description
As a user I want to be able to mention another user so that I can make sure that they get me message
AC:
- Hook up the @ to bring up a users list for chat so that I can mention a user
- Set that users mentions so that the user can get notified about the fact that they have a mention with both a badge and notification
- Implement the receiving side of a mention by updating badges and or do a notification
