Separate optional Servers from mandatory ones

This issue is taking inspiration from #2. When the server is running up, it will spin up and serve several other servers that are not mandatory when serving the minimal version of your self hosted Cord solution, so we should make all the optional ones REALLY optional.

The Mandatory servers are:

• API Server

Potentially Optional Servers but treated as mandatory:

• Status Server: here is where the deploy scripts does the drain. Also used to wait for startup to be complete, here.
• Metrics Server

Optional Servers:

• Admin Server
• Console Server
• Docs Server
