Expand CFTest Example and Functional Test to Include Time Zone Functionality

There have been reports on Sourceforge that time zone functionality in the 476 is, at best, subpar.

Add a standalone or expand the CFTest example executable to include example and/or functional test code that exercises the CoreFoundation time zone functionality.
