Add jigv for pre-computed IGV views in a clean HTML format

This tool can generate an html doc with embedded IGV.js views of variants from a given VCF. brentp claims about a 30M file for 900 vars. Would be awesome to get this in the pipeline and spitting out fast IGV views for review of variants. No loading is the killer feature, IMO - data is all pre-populated
