Add Software License

Please add a software license to this project to make it possible to be included in the Open VSX Registry, which is used by VSCodium (see VSCodium/vscodium#747 (comment)).

I'm not usually one to promote other projects, but having a similar concern around licensing, I basically rewrote the idea of this extension from the ground up (the default dict was the main artifact I kept).

Not trying to take away anything from this extension, but given the lack of activity and license, this was my last resort.
