pip install seems to be broken on colab

When I try running any of the tutorial notebooks the cell containing the pip install line always hangs or fails to execute. I've tried pip install generate-chroma and also tried cloning the repo and then doing pip install chroma and neither works. Installation locally on WSL with pip 23.2.1 still seems to work fine.

Update: reverting to previous colab version works fine, but this is clearly a temporary solution.
