When a user makes a resource public, the IPT shows it as public:

However, if the archive hasn't be refreshed, the resource isn't actually accessible publicly.
I know there is a warning message when a user clicks "publish" in private mode. But in some instances, the user who clicks published might have missed it or there might be more than one resource manager.

Could there be a way to tell users that they need to click publish again?
