Support source metadata that defines the GZDEV_PROJECT_NAME

For the new rotary collection we would need a way of declaring what GZDEV project is required by the source code in use. Reason comes from gazebo-tooling/release-tools#1456 (comment) where the -pr-any- jobs needs to know which gzdev configuration to apply avoiding the major version library names.
