Consider suggesting a central repository for reporting issues with crawlers

From AJ: Essentially a list of crawlers and the number of complaints lodged against each.

From Gary: This would need to be weighted because larger crawlers will naturally get more complaints. Also, repositories are bad (hard to maintain long term) and open to abuse.
