Review use of "help" Link Relation Type

The current draft uses the "help" link relation type to point to the JAFAR description. Martin suggests this might be a poor label that creates confusion regarding semantics.

Proposed Action:
Evaluate if a more specific or appropriate link relation type exists or should be defined for pointing to the bot/IP description.
